2. 衛生福利部修正發布且於115年1月1日實施之「受聘僱外國人健康檢查管理辦法」，增修以下資料供參考運用，資料修正重點如下：

The Ministry of Health and Welfare has amended and promulgated the Regulations Governing the Management of the Health Examination of Employed Aliens, which will take effect on January 1, 2026. The following additions and revisions are provided for reference. The key points of the amendments are as follows:

(一)將原問答輯中「第三類外國人」之用詞修正為「外國技術人力」，並增列外國技術人力健康檢查規定（包含對象、頻率、項目）。

The term “Third-category foreign nationals” in the original Q&A has been revised to “foreign technical personnel,” and health examination requirements for foreign technical personnel have been added, including applicable subjects, examination frequency, and examination items.

(二)修正定期健康檢查梅毒血清檢查頻率，及確診為多重抗藥性肺結核之受聘僱外國人，得有條件留臺治療之規定。

The frequency of syphilis serological testing in regular health examinations has been revised, and provisions have been added to allow employed foreign nationals diagnosed with multidrug-resistant tuberculosis to remain in Taiwan for treatment under certain conditions.

3. 勞動部公告雇主聘僱外國技術人力從事工作之資格條件、技術條件、薪資基本數額及名額上限一覽表，公告事項:

The Ministry of Labor has announced the List of Employer Qualifications, Technical Requirements, Minimum Salary Amounts, and Quota Limits for Employing Foreign Technical Personnel, with the following key points:

(一)外國技術人力依本辦法第8條規定受聘催從事第5條第3款至第13款產業技術工作、社福技術工作或旅宿服務工作與商港碼頭貨物裝卸集散工作，應符合附表之專業證照、訓練課程、實作認定或語文能力等技術條件及薪資基本數額，詳如附件四。

Foreign technical personnel employed under Article 8 of these regulations to engage in industrial technical work, social welfare technical work, hospitality services, or cargo handling and distribution at commercial ports (as specified in Article 5, Subparagraphs 3 to 13) must meet the technical requirements listed in the appendix, including professional certifications, training courses, practical skill verification, or language proficiency, as well as the minimum salary requirements.

(二)外國技術人力受聘催從事第5條第3款至第13款工作，其雇主資格及申請聘催人數之核配比率、催用員工人數及聘僱外國人總人數等名額上限，詳如附件四。

For foreign technical personnel employed to engage in work specified in Article 5, Subparagraphs 3 to 13, regulations are stipulated regarding employer qualifications, allocation ratios for the number of personnel applied for, the number of employed workers, and the upper limits on the total number of foreign employees.

4. 勞動部訂定「外國技術人力工作資格及許可管理辦法」詳情請看附件五。

The Ministry of Labor has enacted the Regulations Governing the Qualifications and Permits for Foreign Technical Personnel Employment.

5. 修正「雇主申請聘僱第三類外國人文件效期、申請程序及其他經中央主管機關規定之文件」，名稱並修正為「雇主申請聘僱外國技術人力文件效期、申請程序及其他經中央主管機關規定之文件」，自115年1月1日生效其他相關規定請看附件六及附件七。

MINISTRY OF LABOR Order is hereby given, for the revision of "Term of Validity, Application Procedure and Other Documents Required by Center Competent Authorities for the Employer to Recruit Type C Foreign Workers", and the renaming of the Directions as "Term of Validity, Application Procedure and Other Documents Required by Center Competent Authorities for the Employer to Recruit Skilled Foreign Workers" (revision has become effective since 1st, January 2026)

6.「外國專業人才延攬及僱用法第十一條規定外國人」申請許可及管理辦法只要外國人在最近5年內畢業於教育部公告的世界排名前200名大學，並取得學士以上學位，就可以直接向教育部申請在臺從事專業工作的許可。

為了讓申請流程更清楚、順利，教育部也同步訂定了相關申請表件供使用 (請查看附件八)。相關申請書表更新於教育部勞動力發展署網站: https://www.wda.gov.tw/

Starting from January 1, 2026, new regulations will come into effect.

If a foreign national has graduated within the past five years from a university ranked among the world’s top 200 as announced by the Ministry of Education, and has obtained a bachelor’s degree or higher, they may directly apply to the Ministry of Education for permission to engage in professional work in Taiwan.

To ensure a clearer and smoother application process, the Ministry of Education has also formulated the relevant application forms for use (please refer to Appendix 8).
