2025 修法重點｜Key Amendments in 2025

「外國專業人才延攬及僱用法」（以下簡稱本法）第 2 次全案修正，已於 2025 年 8 月 29 日 經立法院三讀修正通過，並於 同年 9 月 24 日 由總統公布。行政院已指定修正案施行日期，其中 第 4 條第 4 款第 4 目後段、第 28 條及第 29 條 自 2026 年 6 月 30 日施行，其餘條文自 2026 年 1 月 1 日 起施行。

The second comprehensive amendment to the Act for the Recruitment and Employment of Foreign Professional Talent was passed in the third reading by the Legislative Yuan on August 29, 2025, and promulgated by the President on September 24, 2025. The Executive Yuan has designated the effective dates of the amended provisions: the latter part of Article 4, Paragraph 4, Subparagraph 4, as well as Articles 28 and 29, will take effect on June 30, 2026; all other provisions will take effect on January 1, 2026.

一、僑外生畢業不離臺，留臺工作零門檻

Zero Barriers for Overseas Chinese and International Graduates to Stay and Work in Taiwan

開放僑外生畢業後 2 年內自由工作、工讀。

Allow international students and overseas compatriot students to freely engage in full/parttime work within 2 years of graduation.

二、外國大學優秀畢業生來臺及留臺工作更容易

Easier Access for Outstanding Graduates of Foreign Universities to Come to and Work in Taiwan

擴大外國大學優秀畢業生來 臺管道：200大2年自由工作、1500大免2年工作經驗。

Expand channels for talented graduates from foreign universities to enter Taiwan: allow 2 years of work to grads of top 200 universities, 2- year work experience exemption for grads from top 1500 universities.

三、提供國際高階專業人才配偶自由工作權利

Granting Spouses of High-Level International Professionals the Right to Work Freely

開放高階人才之配偶自由兼職工作。

Allow spouses of specialist/senior professionals to work freely.

四、永居規定更友善、更快速

More Friendly and Faster Permanent Residency Regulations

菁英特專人才1年永居、縮短我國畢業僑外生居留期間條件。

Foreign senior professionals gain PR in 1 year, shortening residence period for foreigners who graduate from Taiwan.

五、工作到退休，給予足夠保障

Adequate Protection from Employment Through Retirement

開放適用就業保險 、勞退新制。

Access to employment insurance, new pension system.

六、提供身障及長照服務，讓外籍專才安心到老

Disability and Long-Term Care Services for Peace of Mind in Old Age

開放適用身障及長照服務。

Access to disability and long-term care services.
